I have been acitve in sevral formus not as an official staff person but made sure to help field all kinds of questions and request as I could. While the site is small:
Have a contest where we give away some kind of rank upgrade +small banner

Medium site iedas:
Contest where your referrals dont count till they have a ceartin number of posts.
prizes: banner, rank upgrade, special colored name?

Large site iedas:
Contest where you have to have x# of refferals to even qualify. Run for a month or so
prizes: vip?, banner (people love banners), colored name, small cash prize?

And we could always take suggetstions for prizes that people would want.
