Well, I've recently done a smudge tag and gotten some feedback to use other brushes that a circle brush. What exactly would be a good smudge brush?
Recent smudge tag:

Chalk, splatter brushes, custom shapes (square, cross, heart etc) aren't bad...
You could use pretty much any brush to smudge if you experiment and find some good settings, which work well for what you want to do. Don't just use one brush to smudge either; some are better at adding texture than others so you'd use them together. :)

Hmmm...
What exactly is an example of a 'chalk' brush? I've heard of it, but don't know exactly what it looks like. =\

When you're in photoshop, in the top right corner there should be a clickable tab titled "Brushes"?
Click on that and then go to "Brush Tip Shape", when there, hover over each brush and it should give you it's name? Find the "Chalk" brush. :P
Sorry, I'd show you in a screen shot but I have maple story open at the moment and I can't open photoshop at the same time. :(

Haha, not too hard to find but yeah, PS can be a bit confusing sometimes.
Another thing you should think about, play with the strength settings, I usually vary between 20% for softer smudging and 100% for harder smudging.
Scatter is best kept quite low usually; 60-120 is a good amount imo. You have a lot more control over what is happening this way, and should be able to create the effects you want easier. :)
Flow/Opacity settings which are found under "Other Dynamics" are quite helpful, I usually only use the opacity jitter and have it between 70-100%, but you may find some use for them. :)
